1) The brass tubes can be cut in a vise with a fine tooth hacksaw, coping saw, or jeweler's saw, OR 2) When you use the pipe cutter it does crimp the tube end in a little bit, and I see you are having to use something to slightly open up the tube again so the end cap will go in. The pipe/tube cutter crimps the end of the brass tube as it is cutting it, because the brass is very thin. Here's what I do to avoid that. I happen to have a set of stainless steel drill bits, but any steel rod of the correct diameter will work (one that fits very snugly inside the brass tube.). Don't use one you intend to use for anything else (the steel rod is going to get 'rungs' in it from the pipe cutter). Pick a steel rod that fits as snugly as possible inside the brass tube. a 1/4" drill bit. Put this steel rod (drill bit, whatever) inside the brass tube, leave it there, then use the pipe cutter. The steel is so hard it won't allow the brass to get crimped inward. Thus, no extra step to open up the end again, except maybe a little filing. As Jami points out, opening too much is risky. Go easy on the tube cutter. Sometimes, even if it doesn't look like it, the cut is deep enough to break the tube apart. Also, if you go too far, you will cut into the steel rod, and it can be very hard, if not impossible, to pull the brass tube off of it.
Oh yea, if you use a drill bit, make sure the solid end of the bit rests inside the brass tube directly under the pipe cutter, the fluted portion of the drill bit will not accomplish what you want, and will actually make things worse. The actual body tube to be beaded around is made of plain brass, 9/32" in diameter. 2 1/16" long. Chain is 5 3/4" long, with attachment so it can be added to any ceiling fan. Chain can be shortened with wire snipping pliers, and 'link' piece re-attached. Recessed area is 1/32".
